A Specific Category Remote Pilot qualification covering VLOS operations and BVLOS operations up to ARC-c.

Overview

The Level 3 Remote Pilot Certificate, known as RPC-L3, is a Specific Category Remote Pilot qualification in the UK Remote Pilot Certificate framework.

RPC-L3 covers Visual Line of Sight (VLOS) operations and Beyond Visual Line of Sight (BVLOS) operations up to ARC-c. ARC-c is the maximum air risk class permitted under RPC-L3 privileges.

RPC-L3 is for Remote Pilots progressing beyond RPC-L2 into BVLOS operations with a higher air risk environment. It does not authorise operations in ARC-d airspace.

The CAA accepts RPC-L3 as minimum Remote Pilot competence where a Specific Category Operational Authorisation states that RPC-L3 is the required competence.

Training and assessment structure

RPC-L3 training and assessment is completed through a CAA-approved RAE(PC). The course combines theoretical training, theory assessment, practical flight instruction and practical flight assessment. A Remote Pilot must be aged 18 or over, hold a valid RPC-L2, have at least 50 logged BVLOS flight hours as an L2 Remote Pilot in the Specific Category, and hold at a valid Light Aircraft Pilot Licence (LAPL) medical certificate before starting RPC-L3 training.

Element Notes
1. Theory training Covers air law, aircraft general knowledge, human performance and limitations, meteorology, and operational procedures.
2. Theory assessment Assesses the RPC-L3 theoretical syllabus for BVLOS operations up to ARC-c. The pass mark is at least 75% in all theoretical knowledge assessments.
3. Practical flight instruction Covers take-off and landing area selection, aircraft preparation, ground hazard analysis, route planning, avoidance of uninvolved people, airspace, aeronautical communication, flight path and automation management, leadership, teamwork, decision-making, situational awareness, workload management and handover where applicable.

NOTE: The Remote Pilot must complete at least 55 hours of instruction, including 35 hours of BVLOS dual simulator instruction, 15 hours of BVLOS dual practical flight instruction and 5 hours of supervised practical flight as Remote Pilot in command.

4. Practical flight assessment Covers three elements: a BVLOS general handling flight in at least ARC-b lasting at least 45 minutes and returning to the departure location, a cross-country BVLOS flight in at least ARC-b with outbound and return legs of at least 10 nautical miles, and an emergency procedures assessment lasting at least 45 minutes in a simulator.
5. Certificate issue Issued after the Remote Pilot has completed the applicable RPC-L3 theory training, theory assessment, practical flight instruction and practical flight assessment, and has at least 75 logged live BVLOS flight hours in total as Remote Pilot in command.

Structure and privileges

VLOS

Covers VLOS operations in the Specific Category where the Operational Authorisation states that RPC-L3 is the minimum Remote Pilot competence.

BVLOS up to ARC-c

Covers BVLOS operations in ARC-c in the Specific Category where the Operational Authorisation states that RPC-L3 is the minimum Remote Pilot competence. ARC-d airspace is prohibited.

Aircraft category options

Not category-issued

RPC-L3 is not issued by aircraft category. One certificate covers both rotorcraft and fixed wing unmanned aircraft.

Validity, currency and renewal

Validity period

3 years

Valid for 3 years from the date notified on the certificate. Revalidation may be completed in the final 3 months before expiry, or earlier with the new period starting from the check date.

Currency requirement

2 hours in 90 days

RPC-L3 privileges may only be exercised where the Remote Pilot has completed at least 2 hours of live flight within the previous 90 days.

Renewal process

Proficiency check

If expired, the Remote Pilot must renew it before exercising RPC-L3 privileges again. Renewal is completed through a proficiency check at an RAE(PC), with refresher training if required.

Revalidation and renewal rules

Revalidation method Revalidation is completed through a proficiency check at an RAE(PC); it does not have to be renewed through the RAE(PC) that originally issued it.
Live revalidation check An RAE(PC) should exempt the Remote Pilot from a live revalidation check where the Remote Pilot has maintained at least the minimum certificate currency for the complete duration of certificate validity and can demonstrate that currency through a personal flight log.
Supervised flying where required Where the RAE(PC) considers it necessary, the revalidation proficiency check consists of at least 1 hour of supervised flying covering general handling and emergency procedures.
Renewal after expiry A Remote Pilot who fails to revalidate RPC-L3 before it expires must not exercise RPC-L3 privileges unless the certificate is renewed.
Renewal method Renewal may require refresher training if the RAE(PC) considers it necessary, and the Remote Pilot must pass a proficiency check at an RAE(PC), including any theoretical knowledge or practical skills checks the RAE(PC) considers necessary.

Where it fits

RPC-L3 is the highest level in the UK Remote Pilot Certificate framework. It is the progression route from RPC-L2 into BVLOS operations up to ARC-c. A valid RPC-L2, at least 50 logged BVLOS flight hours as an L2 Remote Pilot in the Specific Category, and at least a valid LAPL medical certificate are required before starting RPC-L3 training. The A2 CofC and GVC are other qualifications, but neither is a prerequisite for RPC-L3.
