Level 1 Remote Pilot Certificate

A Specific Category Remote Pilot qualification covering VLOS operations under Part A, with optional BVLOS VM privileges under Part B.

Overview

The Level 1 Remote Pilot Certificate, known as RPC-L1, is a Specific Category Remote Pilot qualification in the UK Remote Pilot Certificate framework. It is issued in Rotorcraft and Fixed Wing categories.

RPC-L1 is split into Part A and Part B. Part A covers Visual Line of Sight (VLOS) operations. Part B covers Beyond Visual Line of Sight with Visual Mitigations (BVLOS VM) operations.

Part B is optional. You can obtain RPC-L1 by completing Part A only, but Part B is required if you want BVLOS VM privileges.

The CAA accepts RPC-L1 as minimum Remote Pilot competence for Visual Line of Sight (VLOS) operations under a Specific Category Operational Authorisation. It can also be used as the Remote Pilot qualification for PDRA-01.

Training and assessment structure

RPC-L1 training and assessment is completed through a CAA-approved RAE(PC). The course combines theoretical training, theory assessment, practical flight instruction and practical flight assessment. The exact training pathway depends on whether the Remote Pilot is completing Part A, Part B, or both.

Element Notes
1. Theory training Covers air law, aircraft general knowledge, human performance and limitations, meteorology, and operational procedures.

NOTE: A trainee who holds a valid GVC must still complete all theory training.

2. Theory assessment Assesses the RPC-L1 theoretical syllabus for Specific Category VLOS or BVLOS VM operations (depending on if Part A or Part B is being completed). The pass mark is at least 75% in all theoretical knowledge assessments.

NOTE: A trainee who holds a valid GVC is exempt from the Part A theory assessment, but is not exempt from the Part B theory assessment.

3. Practical flight instruction Part A covers VLOS flight training, including aircraft handling, use of checklists, situational awareness, risk management, normal procedures, abnormal procedures and emergency procedures. Part B adds BVLOS with Visual Mitigations training where that privilege is being completed.

NOTE: Part A - minimum of 2 hours of flight instruction. Part B - no minimum flight instruction time; training continues until the trainee is competent to proceed to assessment.

4. Practical flight assessment Covers pre-flight planning, documentation, aircraft inspection, general handling, abnormal and emergency procedures, checklist use, situational awareness, risk management, and post-flight inspection and recording. Part B also assesses BVLOS with Visual Mitigations where completed.
5. Certificate issue Issued after the Remote Pilot has completed the applicable RPC-L1 theory training, theory assessment, practical flight instruction and practical flight assessment for Part A, or for Part A and Part B where BVLOS VM privileges are included.

Structure and privileges

Part A – VLOS only

Covers VLOS operations in the Specific Category where the Operational Authorisation states that RPC-L1 Part A is the minimum Remote Pilot competence.

Part B – BVLOS VM

Covers BVLOS VM operations in the Specific Category where the Operational Authorisation states that RPC-L1 Part B is the minimum Remote Pilot competence. BVLOS without Visual Mitigation is prohibited under RPC-L1.

Aircraft category options

Rotorcraft

Where the unmanned aircraft is primarily lifted by rotating wing(s), such as multirotor or helicopter-type aircraft.

Fixed Wing

Where the unmanned aircraft is primarily lifted by fixed wing(s), such as airplane-type aircraft.

Validity, currency and renewal

Validity period

5 years

Valid for 5 years from the date notified on the certificate. Revalidation may be completed in the final 3 months before expiry, or earlier with the new period starting from the check date.

Currency requirement

2 hours in 90 days

RPC-L1 privileges may only be exercised where the Remote Pilot has completed at least 2 hours of live flight within the previous 90 days.

Renewal process

Proficiency check

If expired, the Remote Pilot must renew it before exercising RPC-L1 privileges again. Renewal is completed through a proficiency check at an RAE(PC), with refresher training if required.

Revalidation and renewal rules

Item Requirement
Revalidation window May be revalidated within the 3 months immediately preceding the expiry date.
Revalidation method Revalidation is completed through a proficiency check at an RAE(PC); it does not have to be renewed through the RAE(PC) that originally issued it.
Live revalidation check An RAE(PC) should exempt the Remote Pilot from a live revalidation check where the Remote Pilot has maintained at least the minimum certificate currency for the complete duration of certificate validity and can demonstrate that currency through a personal flight log.
Supervised flying where required Where the RAE(PC) considers it necessary, the revalidation proficiency check consists of at least 1 hour of supervised flying covering general handling and emergency procedures.
Renewal after expiry A Remote Pilot who fails to revalidate RPC-L1 before it expires must not exercise RPC-L1 privileges unless the certificate is renewed.
Renewal method Renewal may require refresher training if the RAE(PC) considers it necessary, and the Remote Pilot must pass a proficiency check at an RAE(PC), including any theoretical knowledge or practical skills checks the RAE(PC) considers necessary.

Where it fits

RPC-L1 is the first level in the UK Remote Pilot Certificate framework and is the entry point for progression to RPC-L2 and RPC-L3. A valid UK CAA Flyer ID is required before starting training. The A2 CofC and GVC are other qualifications, but neither is a prerequisite for RPC-L1.
